Until Major League Baseball makes changes to how teams spend $$$ and implement a cap, teams like those that mach1jc posted will likely always be the teams to bet on because they can spend.

Teams with consistently high payrolls including the New York Yankees and Boston Red Sox have secured disproportionately high numbers of playoff berths while teams with low payrolls such as the Pittsburgh Pirates and Tampa Bay Rays have only made the playoffs once combined over the past decade. Some teams have called for the introduction of a salary cap, but the opposition of the powerful MLB players' union and the New York Yankees' ownership group (who have threatened legal action) makes implementation of a cap highly unlikely at this point in time.
The NFL & NHL have what they call "Hard Caps" a set amount that can't be passed, the NBA has a very confusing "Soft Cap" where teams are allowed to sign their veterans and only a certain amount of that is applied to their cap. Anyone want to take a guess what NBA team has the highest payroll? The Lakers.
Until we (the fans) stop filling up the stadiums and arenas, buying team merchandise, things will never change. As I have gotten older I become less and less interested in the over paid, chest pounding prima donna pro athletes, I enjoy watching my son play little league baseball, and flag football much more. Sorry for the Rant.
