Really, it depends on the state and their laws. You can't simply punch in a VIN and expect the DMV to say, "oh yea, we know who owns that car, let me give you his name and number".
This very subject has been discussed here before. Back in the day, some states allowed doing a title search and finding vehicles or for restoration purposes, but the laws have tightened up A LOT since we live in such a cruel world and because of scams, stealing, etc,etc.,
You Might be able to find out through a title search, but it's doubtful. Do some research on you own. Find out what you can on the computer. You'll need to know the VIN though. Good Luck
