I think those nuts are actually lock nuts (probably because of firewall vibration against a brake component). I expect that they will go on a as hard although I have penetrant on everything at this point

Once I had the booster out, I noticed that the hole was oval in shape with more room from top to bottom. I could not see that before. I rotated the column so that the level was up and pulled it right out.
