Needless to say, one wheel/tire at a time. DHL used to be good for this but now probably UPS or FedEX. If the boxes end up being over sized then attaching them to half a palate and shipping them freight may be the way to go.
The good thing about them is if you sandwich them between two firm pieces of cardboard or wood to protect the rim, you don't need much packing around the sides because the tire is the packing.

Actualy Fedex will ship as they are , I just received my tires via fedex , got all 4 at once but not packaged togeather , shipped as single pc's , I am thinking they would even take the wheels with tires mounted.
The question is whether you would want to do that or not. I would try to protect the wheel. It doesn't have to be fancy. Duct tape. Cardboard. Imagination.
+1 on all of the above, a friend of mine ordered a rim/tire pkg for his car from tire rack, they came shipped as single units, they had cardboard on either side of the rim and they had the plastic straps holding the cardbard on.

YES also if you call ups they have a special rate for rims/tires , you punch it in instead of weight . i did this years ago on some stock 18" dodge magnum rt wheels i sold . saved alot of $$
I've done this before. Take two rims and sandwich them together with the outside of the rims facing each other. Then densely stuff the wheels with paper, bubble wrap.. anything really. Then cut out 2-3 circles of cardboard about the same circumference as the tires and put them on each end.. tape the heck out of it. You might also want to put a circle of cardboard between the two sandwiched rims too.
I've had no trouble shipping two rims at a time like this with FedEx.

I have a UPS account and a couple months ago I needed to ship just a set of tires and called them to find out how I had to ship them. The girl told me that they had to be boxed or if shipped seperatly it would be an extra $8 handling fee per tire.

UPS will charge more if the total package is over 75#. You may want to quote each or 2 sets of 2. Use a piece of heavy cardboard on the outside to protect the finish on the wheel and wrap with pallet wrap - you know, the stretchy plastic film that sticks to itself?
