Am I correct than a '66, San Jose built car that was originally sold in California would have come with factory installed emission system? Further...to have its' original black/gold California plate, again...it would have its' emission system? From my experience and cars I have owned(I'm in California) it should have them.
To your first question, yes Mustangs sold new in California during '66 had California smog equipment from the factory.
To your second question, with the advent of the YOM black plate program, the mere presence of black plates on a vintage Mustang is no longer enough to conclude that the car was originally registered here. If that is an issue for you, seek back up documentation, (i.e. original registration card from 1966 tying that car to that plate number)

I have a '66 that no longer has the smog system and I have owned it since 1967. The original system caused more NOX pollution than anticipated and resulted in the California "NOX Retrofit Program" in the late '70's. It was eventually killed.

My mother bought what is now my 66 coupe new in 66 in Santa Maria, ca. I removed all the smog equip. the first year it was old enough not to be smog regulated. I replaced the windshield this year, but until then it had a little blue sticker that said it had had the NOX retrofit that Gas_Pumps mentions.
Hwyman, extremely interesting. I personally went to Sacramento and lobbied to kill the NOX retrofit program. Our assemblyman at the time introduced the bill that killed the program about two weeks after my trip. We returned home the day Nixon resigned listening to the news on the Cessna's ADF radio. We made it home in time to hear his speech. That sort of dates the end of the NOX Retrofit program.

Now, it only someone could get the year for smog exemption moved up. Under the original plan of 25 yrs +, my 79 F250 would now be exempt. Even all original with a recently rebuilt 460, it gets closer and closer to not passing every year.
I should have peeled off the NOX sticker on the windshield and sent it to you as a souvenir.
