Default Larger Hole Than Normal Master Cyl??

Hello all,
I am reassembling my 67 with a new firewall. It has a lager hole stamped in it at the master cylinder mounting area than original. I'm assuming its for a booster install, but i'm keeping it manual. What do most people use to block,seal the extra gap at the top of the mounting flange? The M/C will be replaced with a new one.

Two possibilities, the hole was made large for power units, or there should be a rubber grommet to seal the hole. I am not home or I would go look at mine, sorry.
This is one 22GT should know!

I have searched for an answer and nothing, so I made my own out of a rubber sheet and a piece of aluminum. The thickness only brought the brake petal 1/8th in closer to the floor, not very much. The petal to master rod is adjustable to bring it back up if I want to. Now should I scuff and paint it black to somewhat hide it or polish it for a decrative piece?
