One could cut out the holes in square sections and carefully stitch weld the '66 holes back in place. Lots of careful work, but you would have a new cowl.

Hey Scott, really prefer not to cut out any of the new cowl. Saw in the NPD catalog on page 193 lower right they have the pivot assembly as part# 17566, but cannot see that on their site..

Shelby drop, 4 wheel drum to disc conversion, rebuild front suspension/steering, taillight panel, trunk floor,302 and AOD upgrade, wiring harnesses back in, and hopefully only patch panels on the quarters

I haven't found repro threaded 64-65 wiper arm rods. Used will be the best bet.
