What exactly is your question? 67 & older do not have to be tested for emissions. 68 & up do unless registered as an antique vehicle or a dedicated race vehicle.

If you call and ask your local EPA test station, you may not recieve correct answers (at least that has been my experience).

I have my 68 registered as an antique for the sole purpose of avoiding emission testing. It's a long story, but my experiences with the Illinois EPA have not been enjoyable.
