Not exactly. They dug way too deep then back filled with the wrong material, that was not properly compacted.
This is just one of the many reasons the footings failed. The next contractor will have to dig deeper, removing the 3" rock put in. Then using the proper engineered fill, (compacted pea gravel). Then a 2 foot wide, 1 foot thick, steel reinforced footer will be poured. Then the footer cement block wall will be tied into that with steel rebar and filled with concrete.
So it has to now be built like a house foundation. For a Northern climate building code.
