Update.
So the new concrete removal contractor is doing an amazing job. We will call him MR.T. He can move that John Deere 410L backhoe around that small back yard like Tony Hawk moves on a skate board. It was an amazing thing to watch. The back yard is looking so much better.
He is just a great guy and is giving me a little faith in humanity. He is about 3/4's of the way done. He ran out of daylight, time, and stuff happens. He did not ask me for any more money, nor did he ask for any money. Just said he will have to come back by Friday to finish the job. No big deal. This is why.
He started removing the left side. Then the back. Then the right. The front is where it is REALLY F'D UP. The footing is 3ft-4ft thick. He did not have time in the day to start trying to break up those footers.
He has never seen anything so bad in his 40 years.
If you thought these footings smelled bad on the outside. You should see how bad they really are. NO WAY these footings would not have heaved during a winter. They were wedge shaped, almost like a V in places.
THANK YOU! To everyone that told me to get this thing inspected. I would have been in real DEEP S! if I had built on this foundation. Also. If you recall. They bad guy's were cutting the footing down because they were too high. Well I measured it. They were not even deep enough. They were not 42 inches deep. So even that failed.
More pictures for the judge to see.
I will post pics later.

That's awesome... so given your location... that means no shop again this year? That's the part the really sucks... you should have been working away all summer at making it cool then working on the toys this winter.

I guess in a weird way It's good the footing was too shallow. The next guy should't have to go extra deep to reach undisturbed soil for the new footing.

I hope you are able to find a competent contractor this time.

This pic shows part of the front/left side of the footing. The footing is laying on it's side. So this pic is of the depth of the footing.

This is the same footing but measuring the width of the footing.

Now that I finally got a few pictures downsized. I can post them.
In these photo's you can see part of the front/left footing was removed and set to the side. It will be broken up and hauled away later. The 12" flower pot is in the picture for scale.
You can also see the new gravel going down. This will make it much easier for the next contractor to dig up, and will also drain better. The back yard should be less of a swamp this winter.
Things are looking a lot better.

Not exactly. They dug way too deep then back filled with the wrong material, that was not properly compacted.
This is just one of the many reasons the footings failed. The next contractor will have to dig deeper, removing the 3" rock put in. Then using the proper engineered fill, (compacted pea gravel). Then a 2 foot wide, 1 foot thick, steel reinforced footer will be poured. Then the footer cement block wall will be tied into that with steel rebar and filled with concrete.
So it now has to be built like a house foundation. For a Northern climate building code.
Of course this will cost over twice as much money, than a trench footing. It must be done because of the now disturbed ground.
