It really does not matter. If a 289 came with a 192* then that was the point the engineers felt was best to maintain minimum engine temp. Did not matter whether that car was shipped to Minnesota or Florida.
Once the thermostat opens, it is all up to ambient temperature, operating conditions and engine health as to what the temp the engine will be running with at any point in time. Removing the thermostat completely may seem like a good idea but it can cause the coolant to run too quickly and not spend as much time in the radiator for it to cool down.
If it is a sixty degree day in Florida in the winter, you don't want your engine to run at 180* when it should be running a minimum of 192*
