Is that a black wire with a blue tracer, or a blue wire with a black tracer?

BLACK/BLUE - courtesy lights, but they have a bullet connector
BLUE/BLACK - Clock on a Rally Pac, but also with a bullet connector

Looks like the light is reflecting off the wire to make it look blue but we'll say what @cobra94svt says.

Solid black is usually a ground.

Courtesy lights are all connected, and car has no rally pac or console.

That is part of the fog light wiring that is integral to the harness. The eyelet would attach to the circuit breaker under the dash.

Good job! None of the wiring diagrams I have show the fog lights. They show clock, tach, lights for both, but no fog lights.
